
Runaway and Homeless Youth Programs FY 2025 Notice of Funding Opportunities
The Administration for Children and Families (ACF), Administration on Children, Youth And Families (ACYF), and the Family and Youth Services Bureau has announced the release of the FY 2025 Notice of Funding Opportunity (NOFO) for three Runaway and Homeless Youth (RHY) Grant Programs: Basic Center Program, Transitional Living Program, and Maternity Group Home.

Basic Center Program
The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2025 Basic Center Program (BCP) Notice of Funding Opportunity (NOFO).
The primary purpose of the BCP is to provide temporary, emergency shelter and counseling services to youth less than 18 years of age. Community-based organizations are awarded funding to operate short-term shelters (including group home care and host family homes) and provide counseling services to youth who have run away or are experiencing homelessness or housing instability and who are not already receiving services from the child welfare or juvenile justice systems.
The goal of the BCP is to establish and strengthen community-based projects that meet the immediate needs of youth who have left home due to family conflict or other crisis and youth experiencing or at risk of experiencing homelessness.
Grants awarded under this announcement will have a start date of September 30, 2025, and will be for a 36-month project period.

Transitional Living Program
The Administration for Children and Families, Administration on Children, Youth and Families, Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2025 Transitional Living Program (TLP) Notice of Funding Opportunity (NOFO).
The primary purpose of TLP is to provide street-based outreach, shelter, and comprehensive services for a period of 18 months, or 21 months under extenuating circumstances, to youth ages 16 through 21 who have run away from home, been forced to leave home, have no safe alternate living arrangement, or are at risk of being homeless. The goal of the TLP is to help youth and young adults establish self-sufficient and sustainable living and well-being for themselves and, if applicable, their dependent children. These programs promote economic independence and prevent long-term dependency on social services.
Grants awarded under this announcement will have a start date of September 30, 2025 and will be for a 36-month project period.

Maternity Group Home
The Administration for Children and Families, Administration on Children, Youth and Families, Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2025 Maternity Group Home (MGH) program Notice of Funding Opportunity (NOFO).
The primary purpose of the MGH program is to provide street-based outreach, shelter, and comprehensive services for a period of 18 months, or 21 months under extenuating circumstances, to pregnant or parenting youth ages 16 through 21 who have run away from home, been forced to leave home, have no safe alternate living arrangement, are experiencing homelessness, or are at risk of being homeless.
Pregnant and parenting youth experiencing homelessness not only need basic necessities, such as food and shelter for their young families, but also to learn how to be effective and nurturing parents. The goal of the MGH program is to successfully transition pregnant and parenting youth who are experiencing homelessness into adulthood through learning about parenting skills, child development, family budgeting, health and nutrition, and other relevant skills to help them establish self-sufficient and sustainable living and well-being for themselves and, if applicable, their dependent children.
