Runaway and Homeless Youth Programs Notice of Funding Opportunities Now Available

Basic Center Program

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2024 Basic Center Program (BCP) Notice of Funding Opportunity (NOFO). 

The primary purpose of BCP is to provide temporary, emergency shelter and counseling services to youth less than 18 years of age. We award community-based organizations funding to operate short-term shelters (including group home care and host family homes) and provide counseling services to youth who have run away or are experiencing homelessness or housing instability and who are not already receiving services from the child welfare or juvenile justice systems. 

Our goal is to establish and strengthen community-based projects that meet the immediate needs of youth who have left home due to family conflict or other crisis and youth experiencing or at risk of experiencing homelessness. 

Grants awarded under this announcement will have a start date of September 30, 2024, and will be for a 36-month project period.

Street Outreach Program

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2024 Street Outreach Program (SOP) Notice of Funding Opportunity (NOFO).

The primary purpose of SOP is to provide outreach, education, services, and referrals to help youth who have left home due to family conflict or other crisis, youth who are experiencing homelessness, and youth living on the street under the age of 22 leave the streets.

Our goal is to build relationships between street outreach workers and eligible youth to move them into safe and stable housing or emergency shelter and prepare them for independence.

Our programs promote street-based services to youth who have been subjected to or are at risk of being subjected to:

  • Abuse (including, but not limited to, sexual, emotional, physical, and economic abuse) 
  • Sexual or labor exploitation
  • Human trafficking

Grants awarded under this announcement will have a start date of September 30, 2024, and will be for a 36-month project period.

Maternity Group Home

The Administration for Children and Families, Administration on Children, Youth and Families, Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2024 Maternity Group Home (MGH) program Notice of Funding Opportunity (NOFO).

The primary purpose of the MGH program is to provide safe, stable, and appropriate shelter for a period of 18 months, or 21 months under extenuating circumstances, to pregnant or parenting youth ages 16 through 21 who have run away from home, been forced to leave home, have no safe alternate living arrangement, are experiencing homelessness, or are at risk of being homeless. Our goal is to help pregnant and parenting youth establish self-sufficient and sustainable living and well-being for themselves and, if applicable, their dependent children. Our programs promote economic independence and prevent long-term dependency on social services.

Pregnant and parenting youth experiencing homelessness not only need basic necessities, such as food and shelter for their young families, but also to learn how to be effective and nurturing parents. Our goal is to successfully transition pregnant and parenting youth who are experiencing homelessness into adulthood through learning about parenting skills, child development, family budgeting, health and nutrition, and other relevant skills.

Runaway and Homeless Youth - Prevention Demonstration Program

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) announces the release of the Fiscal Year 2024 Runaway and Homeless Youth-Prevention Demonstration Program (RHY-PDP) Notice of Funding Opportunity (NOFO).

Ending youth homelessness requires both addressing the immediate needs of youth who are experiencing homelessness and, just as importantly, preventing youth from becoming homeless in the first place.

The purpose of RHY-PDP is to address the second requirement, prevention. Projects we fund increase protective factors and give youth, young adults, and their families the resources they need to avoid homelessness.

Through this funding opportunity, we will award up to 10 cooperative agreements to plan and implement prevention services designed specifically for youth and young adults who are at risk of experiencing homelessness or housing instability and their families.

Projects funded through this program prevent youth and young adults under the age of 22 from experiencing homelessness. They develop partnerships to accomplish the following goals:

  • Identify young people at risk of experiencing homelessness  
  • Design and develop a comprehensive community-based plan to prevent youth homelessness  
  • Promote equity in the delivery of services  
  • Implement prevention services for youth and young adults who are at risk of homelessness and their families  
  • Evaluate the implementation of prevention services and interventions   

Cooperative agreements awarded under this announcement will have a start date of September 30, 2024, and will be for a 36-month project period.
