Technical Assistance Framework

Technical Assistance services and supports are identified as one of three tiers: Tier 1: Universal TA; Tier 2: Targeted TA; and Tier 3: Intensive TA.  FYSB-funded Runaway and Homeless Youth grantees can access TA at any tier.

Tier 1: Universal TA

Goal
Tier 1 TA is designed to increase awareness of RHY, emerging issues RHY, and build understanding on how FYSB-funded RHY Programs meet the needs of RHY in communities across the United States.

Operational Definition
This level of TA is available to all RHY grantees, as well as affiliated professionals and interested stakeholders that addresses universal RHY needs based on current trends and/or FYSB RHY initiatives (e.g., the RHY Final Rule). 

TA services and support include informational tip sheets, periodic updates on the needs of RHY and trends in the RHY field, a supportive learning community, and training webinars posted to the RHYTTAC website. Click here to request Tier 1 TA support.

Tier 2: Targeted TA

Goal
Tier 2 TA is designed to build the capacity of RHY grantees to operate the RHY programs for which they receive FYSB funding.

Operational Definition
This level of TA addresses program- and region-specific (e.g., SOP, BCP, TLP, MGH, and demonstration projects) needs of RHY grantees. Tier 2 TA services are ONLY available to FYSB-funded RHY programs. Click here to request Tier 2 TA support.

Tier 3: Intensive TA

Goal
Tier 3 TA provides extensive one-on-one TA services to grantees, as requested, to address specific RHY project development.

Operational Definition
This level of TA is delivered based on individual grantee need. The Regional Manager or Regional FPO may initiate a request for grantee TA. TA services and supports at this level may also be a direct result of a monitoring visit in which the FPO documented compliance issues requiring a Corrective Action Plan. In addition, grantees can submit a direct request to RHYTTAC or their FPO for TA. A direct grantee TA request must be preapproved by the Regional Manager, Regional FPO, RHYTTAC FPO, and/or FYSB Leadership, depending on the circumstances and costs associated with addressing the need(s).
