Fact Sheet: Education and Workforce Related Policies Affecting Systems-Involved Youth

This fact sheet intends to inform researchers, policymakers, and practitioners of the federal legislation that govern systems-involved youth, and highlight grant opportunities. This resource includes legislation and grants specifically focused on supporting secondary, postsecondary, and workforce success among youth involved in the juvenile justice and/or child welfare system.

Workforce Connections: Key “Soft Skills” that Foster Youth Workforce Success: Toward a Consensus Across Fields

These recommendations emerge from a multi-­‐faceted study that includes an extensive review of research as well as broad stakeholder input. The authors of this report reviewed more than 380 resources from around the world, including rigorous empirical studies, employer studies, and findings of international consensus projects. These resources examined the relationship between soft skills and key workforce outcomes, including employment, performance on the job, wages, and entrepreneurial success. In addition to the literature review, stakeholders, including researchers, youth workforce program implementers, employers, and youth themselves provided input on the importance of these skills based on their unique experiences.

Toward a Better Future: Evidence on Improving Employment Outcomes for Youth

In 2015, MDRC released this paper. This paper draws from an MDRC review of literature (funded by The Rockefeller Foundation) on labor market trends and employment-related programs for youth over the past 30 years. It aims to inform the search for demand-side solutions by providing a better understanding of:

  1. Factors that potentially drive high rates of unemployment among young adults;
  2. The current state of evidence on employment-related interventions for youth, especially economically disadvantaged youth; and
  3. Future directions for change that involve stronger employer involvement.

Workforce Investment and Opportunity Act (WIOA) Resource: Youth Program

The U.S. Department of Labor updated some of their resources on the Workforce Investment and Opportunity Act (WIOA), one of those resources includes this fact sheet on Youth Programs. The Workforce Innovation and Opportunity Act (WIOA), signed into law on July 22, 2014, is the first legislative reform of the public workforce system in 15 years.

WIOA outlines a broader youth vision that supports an integrated service delivery system and gives a framework through which states and local areas can leverage other Federal, State, Local, and philanthropic resources to support in-school and out-of-school youth. WIOA affirms the Department’s commitment to providing high quality services for youth and young adults beginning with career exploration and guidance, continued support for educational attainment, opportunities for skills training in in-demand industries and occupations, and culminating with a good job along a career pathway or enrollment in post-secondary education.
