2019 Runaway and Homeless Youth Program Funding Opportunity Announcements Available

The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the release of the Basic Center Program (BCP), Street Outreach Program (SOP), and Transitional Living Program (TLP) funding opportunity announcements (FOA).

Basic Center Program Funding Opportunity Announcement

BCP's work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth up to 18 years of age and their families. BCPs provide youth with emergency shelter, food, clothing, counseling, and referrals to necessary services. Basic centers can provide temporary shelter for up to 21 days for youth and seek to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include street-based services, home-based services for families with youth at risk of separation from the family, drug abuse education, and prevention services.

Under this announcement, budget and project periods will start on September 30, 2019. An estimated 89 awards will be funded. Applications are due on Monday, July 1, 2019. Please note that this is an abbreviated application period, which is shortened from 60 days to 51 days.

Street Outreach Program Funding Opportunity Announcement

SOP's work to provide prevention and intervention services to runaway, homeless, and street youth who have been subjected to or are at risk of being subjected to sexual abuse, sexual exploitation, and severe forms of trafficking in persons. The goal of the SOP is to increase young people’s personal safety, social and emotional well-being, self-sufficiency, and to help them build permanent connections with families, communities, schools, and other positive social networks. These services, which are provided in areas where street youth congregate, are designed to assist such youth in making healthy choices and to provide them access to shelter and services which include: outreach, gateway services, screening and assessment, harm reduction, access to emergency shelter, crisis stabilization, drop-in centers, which can be optional, and linkages/referrals to services. The award process for FY2019 SOP allows for annual awards over a three-year project period, as funds are available.

Transitional Living Program Funding Opportunity Announcement

TLP's work to implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren). Projects must provide safe, stable, and appropriate shelter for up to 18 months, which under extenuating circumstances, can be extended to 21 months and provide comprehensive services that support the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being). Grants awarded under this announcement will have a start date of September 30, 2019 and will be for a 36-month project period.

Maternity Group Home Funding Opportunity Announcement

The purpose of FYSB’s MGH program is to provide safe, stable, and appropriate shelter only for pregnant and/or parenting youth ages 16 to under 22 and their dependent child(ren) for 18 months and, under extenuating circumstances, up to 21 months. Service providers must accommodate for the needs and safety of the dependent children to include facility safety standards for infants and children on the premises. MGH services include, but are not limited to, parenting skills, child development, family budgeting, and health and nutrition education, in addition to the required services provided under the Transitional Living Program to help MGH youth realize improvements in four core outcome areas. The MGH combination of shelter and services is designed to promote long-term, economic independence to ensure the well-being of the youth and their child(ren).

Grants awarded under this announcement will have a start date of September 30, 2019 and will be for a 36-month project period. Applications are due on Thursday, July 25, 2019. Please note that this is an abbreviated application period, which is shortened from 60 days to 45 days.
